Inferno3000 does this on all his games against Kingcrusher.

I don't know and it doesn't matter. From what I saw Kingcrusher clearly doesn't know him/her. But Inferno3000 does that all the time they play. I don't know if he/her does it to other players.
It's trolling and harassment.
While cheating is frown up by everybody, this kind of antisocial behaviour is unfortunately cheer, applauded and support by part of the Lichess community. Why? Because they think it's funny!

I agree with the fact that a player can make legal moves.
It's not really the same case. His suspension is due to "sand bagging" wich is illegal.
